The one paid item: the APK + AAB bundle
Google Play accepts new apps only as an Android App Bundle. In the Android app builder, the APK is free and the APK + AAB bundle is US$5, one-time, per build, paid on the download step through Dodo Payments — both files download instantly and are emailed to you as a backup. The PWA builder itself, including its Trusted Web Activity test APK and assetlinks.json, stays free; if you go the TWA route, Bubblewrap or PWABuilder produce the AAB from the same manifest at no cost.
How it is paid for
This website shows display advertising, and the Android builder's AAB bundle costs US$5. That revenue pays for the domain, the hosting and the time it takes to keep the generated files current with browser and Google Play changes. The trade is transparent: you see ads while you are here, and what you download is clean — no ads, no analytics beacon, no "made with" badge, no call home.
Because the builders run in your browser, our per-user cost is close to zero, which is why there is no need for a usage cap.
Costs you will still meet elsewhere
We are not the only party involved, so a straight answer about the rest:

Will this ever become paid?
The builders and tools that exist today stay free. If we ever add a paid service — hosting, for instance — it will be a separate, clearly labelled thing, and nothing that is free now will move behind it.
